This is inspired from the "Kimono Sleeve" dress.

The dart fitted bodice, created from a large rectangle, gives way to nicely draped 3/4 length sleeves. The "coulotte" style shorts (that at first glance appears as a skirt) complete the look by adding symmetry to the sleeves. The stand up (or fold down) collar falls into a long tie in the front of the bodice. This tie can also be arranged as a bow or draped as seen in the photo.
